Director general of shipping amended it's previous circular on High Voltage Course on 18th Oct 2017.
As per latest amendment only those Marine Engineers and ETOs are required to do High Voltage Course who intend to join vessels fitted with High Voltage system.
As per previous circulars from Director general of shipping, High Voltage Course was made mandatory for all Marine Engineers and ETOs irrespective of the kind of ship they are working. They had to complete the High Voltage Course and remove the limitation from their COC before 31st July 2018.
This amendment has come as a big relief to Marine Engineers and ETOs as High Voltage Course was like an additional burden to them despite the fact that they might not work on such systems in their whole shipping career.
Following the circular, all training institutes were milking the opportunity to make money and were looting the seafarers with their huge fees. One had spend approximately 50000 rupees to complete this course and remove the limitation from their COC at management level.
It was being talked in seafaring community that this course had been made mandatory under pressure from training institutes as they had invested huge amount in infrastructure for High Voltage Course. All seafarers were dissatisfied with this decision of Director general of shipping. Several representations were made to the DG Shipping on this issue. Also many seafarers complained it to Ministry of Shipping and to the Prime Minister of India.
Ministry of Shipping not only intervened but also sought an explanation from Director general of shipping.
This amendment is seen as a fall out of these Protests and representations.
